Title: Integrating Communities within the Incident Command System During a Spill Response
Presenters: Mr. Ben Badon, Mr. Randy Ashmore, and Ms. Jenna Driscoll
Summary of Webinar
Building upon February’s webinar that discussed how social science research can be used to advance oil spill preparedness, response, and community engagement; this webinar discusses the specific roles within the Incident Command System (ICS) that enable these important collaborations.
Presenters will introduce the ICS framework and highlight the importance of clear, coordinated communication through case studies of past response operations. Examples from the California Department of Fish and Wildlife’s Office of Spill Prevention and Response (CDFW-OSPR) will also be presented to demonstrate how engaging stakeholders strengthens response outcomes. Participants will learn about the role of a Liaison Officer and how this position is used to coordinate outreach and foster relationships with community representatives.
Presenter’s Biographies
Randy Ashmore is a retired USCG Chief Petty Officer with over 20 years active-duty service behind him. He holds a Bachelor’s degree in Homeland Security and is working on a Masters’ degree in emergency management. Randy has worked and responded to numerous incidents off all different sizes all over the world, ranging from the Exxon Valdez to the Golden Ray (Overturned RORO in Georgia)- Most costly salvage response in US history. Randy is rostered on several Incident Management Teams as a Planning Section Chief or Safety Officer and sits on the EMH advisory board for POST University, developing undergrad courses in Emergency Management.
Jenna Driscoll has over 10 years of spill response experience and served as the Liaison Officer for more than 30 incidents in California. She currently serves as the Outreach and Training Unit Supervisor for CDFW-OSPR. Previous roles at CDFW-OSPR include Drills and Exercises Coordinator, Training Coordinator, and statewide Liaison Officer. Prior to entering state service, Jenna worked with environmental non-profits that focused on clean water and ecosystem health advocacy. She holds a master’s in environmental science and management with an emphasis in coastal marine resources and conservation planning.
Ben Badon is an HSE Specialist and Emergency Response Lead at Chevron, based in Houston. In this role, he supports enterprise emergency management, incident response preparedness, oil spill response planning, training, exercises, and incident management readiness for domestic and international operations. His career in emergency response began as a Firefighter/EMT/Hazardous Materials Technician with St. Tammany Fire District One, and he has since held emergency management and response roles with Witt O’Brien’s, Devon Energy, Hess Corporation, and Chevron.
