The article, in its original version, was published in the ISCO Newsletters N ° 818 and 819 of December 2021 and January 2022 respectively, being previously presented at the 2021 International Oil Spill Conference. Ed Levine has a unique outlook from his role and experiences at NOAA. This paper gives us, the readers in Latin America, his reflections on this subject and the necessary role of science and the need for proper communications when making decisions, and related with this role, the skills with which those responsible must be prepared when it comes to communications.
